Would the Pechanga Band of Luiseno Indians Be Better Served By Term Limits?

The Pechanga Band of Luiseno Indians is currently led by the dishonorable Mark Macarro, who in his ten years as tribal chairman, has led the tribe to violate the civil and human rights of 25% of the citizens. Is that good for the tribe?

Sure the tribe has done well since the casino opened, but has Macarro done even better? He made over $360,000 a year by eliminating HUNDREDS of tribal citizens. His brother is ensconced as tribal attorney. His WIFE, Holly Cook Macarro, has opened her own consulting/lobbying firm and took the Pechanga Business from Holland and Knight when she left, now Pechanga has been paying her firm $240,000 a year. Macarro also gets a hefty salary as Tribal Chair.

Time for term limits?

As the tribal leader, his wife and or relatives should not be allowed to work for the tribe in a paid for capacity. Toooo many things come unaccounted for and just like a sweepstakes friends and family cannot enter. I believe the same should be true for an elected official.

Mr. Macarro has his hands in many pots..........The tribe really needs to separate as in tribal offices should remain separate of enrollment committee which should stay out of CPP allegations, etc. Too many people are floating around from wearing one hat to another and thats why there is such anger and betrayal on the res.

Even if Macarro were to stay in office, if each elected office stayed separate things would follow the natural system of things.

The irony is the tribes are families. We are supposed to live in harmony, share community, culture and traditions. Disenrollments and moritoriums on enrollment tear at the fabric of tribes. Schisems and factions of families control education,cutural and other parts of the communities. Some factions will take advantage of these entrusted responsabilities and tear the tribal fabric to pieces.

This screed presumes a falsity, that the non-members removed by their disenrollment retain a status similar to that of a tribal member. In addition, the accusation that the Pechanga leadership "led the tribe to violate the civil and human rights of 25% of the citizens" contains two falsities, the first one already noted, and the second one the supposed violations, without details giving life to the concepts. No competent jurisdiction has found any such violations. The non-members believe themselves the victim of a cosmic injustice, and continually talk in such terms. In short, these non-members lie to others and to themsevles about their plight. As to term limits, the tribe now has term limits, called elections.

Misconceptions: Pechanga is not a government. Macarro's penis has resided too long in the vaginas of ruthless women. They have sucked the oxygen from his brain. Self-determination is termination.

Pechanga is a business entity. Stockholders are supposed to include only those who meet the criteria to be legally enrolled.

There are few who meet the criteria to be legally enrolled.

Russell Murphy, et al are not legally enrolled.

Federal investigation will reveal the layers of corruption in due time.

Watch Fletcher and Co aka Pechanga Development attempt coup. Fletcher is a criminal planted in BIA. Bastard should be tried and imprisoned for crimes he has and is still committing.

To anonymous, you are right when you claim that there were no violations ruling. What you ether do not know or refuse to accept is that the reason there has never been a ruling in the M Miranda disenrollment is that the tribe was successful in stopping any judicial involvement that would impartially hear both sides of the issue. Therefore, you pontificate how the tribe is justified in their actions to rewrite history without the fear of reprisal for miss deeds. For we know the real reasons why we were disenrolled and we also know that none of your arguments would not succeed in a court of law, If you feel that you have right on your side then why did the tribe spend hundreds of thousands of dollars to keep the courts from hearing our case. Listen if you were so right back in 2004 why did you not just go to court and win on the merits of your actions seems to me that you would have shut me up a long time ago if you and the tribe had won fairly.

Nothing that is posted about you and the tribe can be called lies because there has never been an unbiased accounting of the facts by an impartial third party. Readers you decide whether I am blowing smoke, but does it not stand to reason there is no such thing as a one sided coin and when you examine that coin inevitably both sides cannot be separated so one will look at both sides. The tribe hides behind sovereign immunity and then calls us liars because we speak to the injustice we believe occurred, so until you meet us in a public forum there are no lies just differences of opinion as to what occurred. If you don't get it Potato I am calling you and the gang out again.

Not only were the tribal leadership the conspirators in the moratorium, and disenrollment’s they used sovereignty as a shield from prosecution. Families schemed and fractionalized to control the leadership to finalize their plot to gain complete control. Wiping out 25% of the voting membership secured their positions and fed their greed. Elections mean nothing when you wipe out voting blocks. Democracy has been raped by a faction to control power. People as long as I can remember have left these tough decisions up to the tribal leadership. Money has only poisoned this reality to its fullest. If you think it’s over and we are just going to roll over, wrong thinking.

They may say we speak lies, but you should also notice that when they say lie's, that it is in the most general way that they can. Never do they point out just where we have lied, nor do they offer refuting evidence.

I repeat, if we have lied, then why don't they sue us to shut us up. Very simple and a lot cheaper that other methods. It would be so simple to shut down this site and other sites like it if spoke not the truth. There would be NO WAY I could beat the all powerful and ultra rich tribe with there fancy lawyers. I make under 3k a year now, and could not do very much against the Golith.

My translation is...

The only thing competent jurisdictions have said is that they don't have jurisdiction because of sovereignty.

On the other hand the corrupt or incompetant jurisdiction at Pechanga presided over a kangaroo court that disenrolled us without due process of law.

So how were we afforded due process when Raymond Basquez Sr, Yolie McCarter, and their other close family members submitted and/or signed statements against our membership while Raymond's sisters and Yolie's and the others' aunts Ruth Masiel and Irhene Scearce on the enrollment committee were allowed to rule on our disenrollment cases?

Also, Raymond B's nephew Andy Masiel Sr while on the tribal council was allowed to rule on the appeal of our disenrollment.

Sounds like cosmic injustice to me!

"IT SHALL BE THE DUTY OF ALL ELECTED OFFICIALS OF THE BAND TO UPHOLD AND ENFORCE THE CONSTITUTION, BYLAWS, AND ORDINANCES OF THE TEMECULA BAND OF LUISENO MISSION INDIANS; AND ALSO, TO UPHOLD THE INDIVIDUAL RIGHTS OF EACH MEMBER WITHOUT MALICE OR PREJUDICE."

The above is straight from the Band's constitution and bylaws under Article V.

SO HOW AGAIN WERE WE AFFORDED DUE PROCESS AND HOW WAS THE BAND'S CONSTITUTION AND BYLAWS NOT VIOLATED?

ANSWER MY QUESTION THIS TIME!

The problem folks is if a tribe doesn't even follow their own constituton and bylaws in something as important as a disenrollment, who can make them do so?

We lost by one vote on the enrollment committee and one vote on the tribal council so if the process had been fair, we would not have been disenrolled.

So have we heard who is running in the upcoming elections? I assume almost all the current elected officials are running but who else is giving it a go? I also assume that a few of the Miranda/Masiel/Basquez will be running so I think it would be a good idea to remind any of the tribal members that read this site who they really are. All the criminals that are in their family, how one Miranda was removed from his position due to accepting bribes, how Larry Miranda was fired for stealing. I just think we should spread the truth about those that are running who hurt the tribe and the current members.

Is it true that the bylaws and constitutions rules for enrollment are not going to be followed?? I heard today that every moratorium as well as anyone will have to provide DNA to become enrolled in January 2014? How can they raise the dead to accomplish this task???

Please let me know everyones thoughts.

Well you are still related by blood to the other two Guavish lines, so I assume that you would have some DNA that matched theirs, but I'm not exactly sure how that would work. It does bring up a very interesting question. If your entire family was enrolled how do you prove via DNA that you're related? I suppose they could at a minimum ensure that you were at least related by blood to the rest of your family. i.e. use the oldest living person’s DNA in your family and then ensure everyone in the family is related to them.

What kind of man was Macarro before becomming chief??

How many years has he held his position?

Did he ever live on the reservation or did his family sell it long ago?

What was it about him that got him voted in?
