Pechanga's Paulina Hunter Family Disenrollment: August 2006 Appeal JUSTICE Did NOT PREVAIL Against Masiel Crime Family

 The Pechanga Band of Luiseno Indians, which runs the Pechanga Resort & Casino in Temecula, CA, disenrolled TWO large families for political reasons, They ignored facts to accept hearsay. Our family disenrollment, the descendants fo PAULINA HUNTER  is detailed below


That's 14 years that Hunter descendants have been stripped of their tribal citizenship, due to unconstitutional actions by the corrupt Pechanga Tribal Council and by collusion with enrollment committee members, including Bobbi LeMere (who, in a quid pro quo, got her sisters enrolled in the tribe, even though scores of others were in the moratorium  READ Corruption Exposed… )  Ruth Masiel, the late matriarch of the Masie Crime Family and mother of council member Andrew Masiel Sr. and Frances Miranda, who two years before, had seen to it that her OWN FAMILY members, the descendent of Manuela Miranda were also stripped of their citizenship. Irhene Scearce received final justice for her actions in death.

Temecula Valley Chamber of Commerce Votes Civil Rights Abuser onto their Board

The Temecula Valley Chamber doesn't vet their candidates? Or are they okay with Apartheid, Segregation and Civil Rights abuses of their board members?

 Andrew Masiel was part of the group that disenrolled, without evidence over 240 adult members of the Pechanga Band of Luiseno Indians.

REVIEW: Pechanga Crime Family Still SHADY, And UNWORTHY of Pechanga Membership

I'll be away from the computer for a few days, so I want to repost a few items, this one, on the Masiel Basquez Crime Family, I'll add another post on the 4 generation long bad people. SHOULDN'T THIS FAMILY be disenrolled for abuse of Pechanga?

With the upcoming special meeting called about the Pechanga Band of Luiseno's Casino Investigation coming this Sunday, we reach back toa post from 4 years ago about the CPP not liking Jennie Miranda, whose grandmother was the matriarch of the PCF (Pechanga Crime Family). It's time for the CPP to look within and do waht is right. UPDATE: Questions include: Are the CPP truth tellers, or outrageous liars?
Would they lie about Jennie Miranda and family? Would they lie about the Hunters and Manuela Miranda descendents? Jennie, which one is it? Are they lying about YOU, or about the Hunters, OR BOTH?

The Concerned Pechanga People have been active in getting rid of two large families from Pechanga. But, according to this flyer from 1992, they absolutely DID NOT like some of the people that they subsequently conspired with to remove the Manuela Miranda and Hunter Clans. Here's the flyer:




The CPP accuse Jennie Miranda (former spokeperson for Pechanga and mother of thief Larry Miranda, soon to be indicted) of "being unfair to people" and telling "lies" and wanting to bulldoze sensitive sites and burial grounds. AMAZING that after all this, the CPP would work with Jennie to use her mother AND Frances Miranda to eliminate people.

Does this sound like someone who cares about the tribe, or themselves? CPP, how could you turn on your own people, with people like this?

And Enrollment Committee HOW could you trust people like this? And we all know, Frances hasn't got any nicer with age.

Pechanga Tribal Leader Andrew Masiel LOSES bid for CA Assembly; Voters Couldn't Stomach Corruption

UPDATE:  Masiel will be the Democrat candidate in NOVEMBER.  This was a primary to  get him in as Democrat candidate.

Apparently, even Democrats couldn't stomach the candidacy of Native American tribal leader Andrew Masiel Sr. from Pechanga.  Leading the extermination of 25% of the tribe that adopted him, was not a vote getter.

He couldn't even reach the 40% mark in the election, in an election where the Democrats got over 55% of votes.

This should give Mark Macarro pause if he is thinking again of running for Congress.  The opposition to Macarro will be much stronger....

Evil Elder of Pechanga, Raymond Basquez Sr. IS DEAD.

Word from the Pechanga Reservation in Temecula is that Raymond Basquez Sr. elder of the Francisca Leivas Crime Family, IS DEAD.   The Pechanga Band of Luiseno Indians postponed the election scheduled for today, where Basquez's son, the FELON Raymond Basquez Jr. was running to replace Andrew Masiel Sr.

Basquez had been fighting cancer, which helped to provide a long, lingering painful death, similar to his sister Irehne Scearse, which makes us wonder if that was the creator's plan for them, after what they have done to the tribe via disenrollment and their blatant thefts from the tribe and native people. While taking no pleasure in the loss of life, I can offer no respect for this man either, after what he's done to our families.    I can only hope OUR ancestors can rest a bit more peacefully, knowing that this man who disrespected their heritage and harmed their descendants, is gone.

There are many questions as to whether the senior Basquez's family Are TRUE PECHANGA PEOPLE? Many believe that they couldn't trace their ancestry to an original Pechanga person, we've written about that before.

Sad to speak ill of the dead, but his man deserves NO respect from those of us who he and his family harmed.  There no word on how the death will affect the dealer's school lawsuit currently pending on Basquez and his wife. Except we're pretty sure that a non-member will get no support from the tribe, as Basquez would have....

ANOTHER Example of Justice The Pechanga WAY: CRIME FAMILY WANTS Jenny Miranda Back in the TRIBE. Here's EVIDENCE to GET ALL the CRIMINAL ELEMENT REMOVED from the TRIBE.

What a MESS the Pechanga Tribe has become.   Word from the Rez, is that an upcoming meeting may allow former tribal chair JENNY MIRANDA, who was disenfranchised for theft from the tribe AND sister of councilman ANDY MASIEL  to be reinstated.  Miranda and Masiel are Basquez descendents.

This is a family that has NO Pechanga Blood.   Take a look at some documents we have from the National Archives.

FIRST, a document that shows NO LINEAL DESCENT from an ORIGINAL PECHANGA INDIAN:

Ruth Masiel, who is ANDREW MASIEL's mother, was ADOPTED, with no proof of Lineal Descent from a Pechanga Indian.  SHOULD his SISTER be brought back into the TRIBE?  Or in fairness, should legitimate Pechanga Indians,disenrolled by the Masiel Basquez families, be restored to their rightful place in the tribe?

THIS is something that should be CORRECTED, MR. MACARRO. YOU CAN STILL do what is right.

Pechanga CORRUPTION allowed this family to stand in judgement of REAL Pechanga Indians  from the descendants of PAULINA HUNTER  and Manuela Miranda.    
THIS SHOULD COME UNDER OTHER BUSINESS at the upcoming meeting.




FOR MY PECHANGA TRIBAL READERS, here's FURTHER PROOF that Frances LEIVAS was trying to FOOL the Mission Indian Director, he was having NONE of it.  BASQUEZ were NOT PECHANGA born.    GET RID OF THEM, and Bring back both the HUNTERS, and APIS Descendants, who are TRUE Pechanga Indians.

Former Pechanga Tribal Council Member Raymond Basquez Sr. SUED over Alleged Unlicensed Dealer School

Raymond Basquez, Sr. elder of the Masiel Basquez Crime Family of Pechanga, who was defeated by incumbent chairman Mark Macarro in last year's election, is being sued for fraud, and running an illegal casino school.  Raymond Basquez Sr. is the  uncle of the former Pechanga tribal chairwoman, Jennie Miranda, dismissed from the Pechanga Tribe for stealing from the tribe, is the subject of a new lawsuit which alleges:


Defendants organized and operated CCC in direct violation of California Education Code sections 94886 and 94943(a) for the unlawful purpose of operating an illegal casino school and illegally charging and receiving tuition payments from consumers who Defendants mislead by numerous misrepresentations and falsehoods including, but not limited to, Defendants’ false advertisement that CCC is a “state certified” school, and Defendants’ fraudulent advertisement and use of a long defunct Bureau of Private Postsecondary and Vocational Education license number. Treating the acts alleged herein as the acts of CCC  alone would sanction Defendants’ fraud upon Plaintiff, the members of the class, and the general public and promote illegal use of the corporate form.

Here is another interesting allegation from the lawsuit:   Defendant Linda Basquez regularly tells students and prospective students that she can guarantee them employment at the Pechanga Resort and Casino because her husband, Defendant Raymond Basquez is a member of the Pechanga Tribe and former member of the Pechanga Tribal Council. 

Trading on her husbands alleged "good name"?  What a tangle web they weave....

Riverside County Democratic Central Committee ACCEPTS MONEY From Civil Rights Violators, THE PECHANGA BAND OF LUISENO INDIANS

In a shameful act, the Democrats from Riverside County gladly accept money from a tribe that practices APARTHEID on their reservation, is looking to steal water rights from reservation allottees and a tribe that has lied to Congress.

Howard Katz accepted $10,000 to turn a blind eye to Pechanga's atrocities.

UPDATE: Will Pechanga Require Allottees To Wear A Yellow Star To Designate Their Status

UPDATE:    We posted the story below in February and now word is coming from the Pechanga Reservation in Temecula that an effort is being forwarded to keep any disenrolled tribal member from using the reservation facilities.    The story is developing but it sounds like the Masiel Basquez crime family is at it again.    Currently a number of Hunters, descendants of Original Pechanga allottee, Paulina Hunter, live on the reservation, some all their lives.    

The Temecula Band of Luiseno Indians, led by Democratic Party operatives  Mark Macarro and Andrew Masiel are well known civil and human rights abusers.  

Oh, if only the question was too far-fetched to believe, since they have already stripped voting rights and elder care from 25% of their tribe.  The Nazis forced Jews to wear these stars on their clothing in an overt act of persecution. As we wrote about recently, the allottees on the reservation, who have had their land in the family since the beginning of the Temecula Indian Reservation, have now been threatened with trespassing charges. A yellow star would make it easy for tribal members like the Masiel-Basquez crime family to recognize them on sight.

The drinking fountains at the park will be one area where the tribe could have a sign saying: Tribal Members Only, No Temecula Indians Allowed.

They say that allottee may be excluded from their land if they are on the land of a tribal member, yet, Chairman Macarro's jackbooted Tribal Rangers trespassed on allottee's land to deliver the message. Yep, right to the front doors. And since a sexual predator is in charge of dispatching Rangers and is a member of the tribal motorcycle "club", wouldn't you be worried?

Remember, some Moratorium People have already been excluded...


Since the casino is on tribal property, any visitor could be charged with trespassing ..for any reason.

Jury Selection Underway In the Trial of James Riley and Ryan Robinson in Pechanga Grand Theft Case. Money Pales in Comparison to What Pechanga Has STOLEN from Tribal Members

Jury selection concluded for the day Thursday in a trial for two former Pechanga tribal employees accused of diverting $4 million in insurance funds into their personal bank accounts.  $4 million is 100 times less than what the Pechanga Tribe has stolen from it's own members.


Prospective jurors were ordered back to court Monday.

James Riley, 48, of Corona and Ryan Robinson, 41, of Temecula are each charged with grand theft and commercial burglary.

Riley is additionally charged with money laundering, according to court documents. He faces 15 years in prison if convicted on all charges.
Robinson -- the Pechanga tribe's former chief financial officer -- faces 10 years.

We are still waiting to hear if there will be charges in a theft of Pechanga slot machines.  Former Pechanga Chairwoman, Jennie Miranda has been dealt with at tribal level.   Miranda is the brother of Andrew Masiel, head of the Native American Caucus of the Democratic Party.

Update:Pechanga's Masiel Crime Family is Four Generations Long

Update from Pechanga protest: Leiva family members, better known as the Masiel Basquez crime family were harassing protesters at Pechanga resort and Casinp. Felon Raymond Basquez Jr. One of the more stupid members of the family was one and Yolie "they are just herbs" McCarter was another. They had no effect

The Pechanga Band of Luiseno Indians has a crime family that spans GENERATIONS.

It's well known that the young, thuggish generation of the Masiel-Basquez crime family are violent offenders, which we reported on HERE and HERE the next older generation of criminals HERE and HERE and HERE and NOW WE KNOW where they get it from:

As shown below there are two pieces of evidence that show the Matriach of the Basquez family, Francisca Leyva (Leivas) tried to defraud the government and gain of three per capita checks when only one was legal. Fraud, such as her family then perpetrated on the Pechanga Band.

How Pechanga's Enrollment Committee Members Frances Miranda, Ihrene Scearce and Ruth Masiel Irreparably Harmed HUNDREDS of Pechanga Citizens.

Hunter Cousin A'amokat raises some good points in our comment section that I though deserved a promotion to a full post.  It has to do with getting a fair and impartial hearing from the Pechanga Enrollment Committee.   Disenrollment of hundreds of Pechanga people by three despicable people.  (AKA the 3rd Pechanga Massacre) Do you think that black South Africans got fair hearing from their white rulers under apartheid? Would Americans expect a fair and impartial hearing from Iran?


A'amokat: Article V of the Temecula Band's constitution and bylaws, sometimes referred to as the Pechanga Band of Mission Indians,says:

"IT SHALL BE THE DUTY OF ALL ELECTED OFFICIALS OF THE BAND TO UPHOLD AND ENFORCE THE CONSTITUTION, BYLAWS, AND ORDINANCES OF THE TEMECULA BAND OF LUISENO MISSION INDIANS; AND ALSO, TO UPHOLD THE INDIVIDUAL RIGHTS OF EACH MEMBER WITHOUT MALICE OR PREJUDICE."

Irehne Scearce and Ruth Masiel are the sisters of Raymond Basquez Sr, who submitted a statement against our tribal membership, and they were closely related to at least ten other people who submitted and/or signed another letter that was against our tribal membership.

Francis Miranda was also closely related to a person who signed the letter against our membership and these three women were party to a challenge of our membership that was submitted against us before any evidence was even presented that would have warrented opening up an investigation against us.
I know I have posted this information about a million times and I have asked the following question just as many times.
How was allowing those three women to sit in judgement of us and to rule on our fate in our disenrollment case not malice or predjudice against us and how does it not violate the equal protection clause of the Band's constitution and bylaws under Article V?
We can document what I have stated by at least six letters that were sent to the enrollment committee and/or the tribal council asking for the recusal of those three women from participating in our disenrollment case but our request was ignored by both the committee and the council. How fair is that?

OP:    Here is some pertinent information from a previous A'amokat post:

1. Applications that had the required number of signatures for approval (6) but were never processed. When confronted with this a committee member who was responsible for processing new applicants, a descendant of Candarlaria Nesecat Flores, replied, “I don’t care if it has 24 signatures on it, if I don’t think there is a bloodline, I’m not processing it.” OP: Frances Miranda was a descendent of Flores, and was on the enrollment committee.



2. Some 40 applications of children of enrolled tribal members were banded and set aside so they would not be processed because the committee members from the CPP faction of the tribe, who to that point had controlled the committee by having a majority, had no intention of enrolling these children. OP: Keeping children from their rightful place in the tribe. Their lineal descent was proven. This created a virtual moratorium on membership.
3. The new committee members found that there were families where one sibling was enrolled and another was not, even though both submitted identical applications at the same time.
4. Applications that were placed in the moratorium, even though the applications were submitted prior to the deadline, and the individuals had repeatedly contacted the committee to follow up on their status.

5. Refusal to sign enrollment applications or birth certificates for individuals who are members of families they don’t like
We keep working to get the story out front, the unethical tribal council of Pechanga hides behind the cloak of sovereignty.  Would people stand up for Wal-Mart is they cut wages and cut all health coverage?   NO, they'd exercise their moral outrage and quit shopping at Wal-Mart.   Shouldn't the same be done at Pechanga, which has cut of rightful per capita payments, health care, educational assistance, the right to be buried with family at Pechanga cemetary...

The BANISHMENT of Pablo Apis' Descendent John Gomez, Jr. for Fighting for The Civil Rights of Native Americans In the United States

NOTE Item 3 of the Banishment saying Mr. Gomez made a threat to Pechanga about "Someone getting hurt". It's PECHANGA that is doing the hurting. They are denying medical insurance to rightful elders, allowing carjackers and drug dealers (CONVICTED) and Child molestors and sexual predators (CONVICTED) to live on the reservation. Words are the main threat now?

Pechanga Chairman Mark Macarro and Tribal Council Member Andrew Masiel Fail to Answer on Liska Lawsuit

Pechanga Band of Luiseno Indians Chairman Mark Macarro and Andrew Masiel Sr. a tribal councilman, refused to respond to a complaint in the Case of Liska V. Macarro.

Macarro and Masiel, who were served had 21 days to respond to the suit of Joe Liska, son of Pechanga member Fred Magee and brother to two sisters, Mary Bear Magee and Gloria Wright, who were instrumental in having 300 people ripped from the tribe via disenrollments. This could result in a default judgement for Mr. Liska.

Tribal Council members Russell "I'm a White Man who tried to break away from Pechanga" Murphy, Marc Calac, Mark Luker and John Magee have avoided the process server, thus far and the judge, Irma Gonzalez has granted Joe Liska more time.

Mr. Liska, who was banished from the reservation where his father is buried, is asking that the banishment be lifted and his RIGHTFUL back trust proceeds be restored.

It's amazing what Pechanga chooses to BANISH tribal descendents for. It's WELL KNOWN that they have a child molestor in their midst as well as many of the Masiel Crime family with violent offenses that bring police to the reservation.

And AMAZINGLY, they banish members of the Tosobol family, which HAS LAND ON THE RESERVATION and BLOOD RELATIVES living there for: wait for it...

Those dastardly villains who come onto the reservation, TELLING the security guards WHAT THEY are doing there, then get detained, searched and now face LIFE EXCLUSION for merely being on the land they OWN?

Pechanga Tribal Council Honors Man Who Commited Lewd, Lascivious Acts With A Child Under 14

Yes, that's correct readers, honors. That is, they took the word of a convicted, imprisoned child molestor who provided hearsay testimony, in a letter from prison.

Our cousin Aamokat provides the details as to how the Pechanga Band of Luiseno Indians honors the words of a child molestor.


When we the Hunter family were disenrolled from the Pechanga tribe I wondered what the evidence was against us because all we were given by the enrollment committee were some statements from some tribal elders, all from the CPP faction of the tribe, who claimed we had never been recognized as being Pechanga.

By the way, the CPP had its orgins with the Splinter Group who tried unsuccessfully to take over the tribe in the early 1980's.

And since those statements were directly contradicted by other Pechanga elders not from the CPP faction as well testimony from elders from the late 1800’s during probate for our land allotment and other testimony that showed that we are indeed Pechanga, I wondered and still wonder when any evidence was ever presented against us. OP: The depositions of 1915 were taken in the Luiseno language via a translator.

And since The Enrollment Committee had the responsibility according to tribal law to tell us specifically why the documents that were used to enroll us years ago was lacking in proving tribal membership we, for this and other reasons, were unlawfully disenrolled from our tribe in March 2006.

One of the statements against us was from former Pechanga chairman Vincent Ibanez who wrote a letter from prison, where he was finishing up a sentence for child molestation, in which he says, “I praise you for all your hard work and wish you all success in beating these imposters and all of the others too. I only wish I could be there to sense the real Pechangas coming forward.” Read more HERE

So not only did the Enrollment committee and the tribal council ignore the statements of credible Pechanga elders alive now such as Norman Pico Sr, Marie Russell, Benjamin and Paul Vasquez, among others, as well as the elders from the historical period of when the reservation was created, they also ignored their own hired expert, Dr. John Johnson, curator of the Museum Natural History in San Barbara, Ca who said that according to surviving documents we are who we say we are, Pechanga Indians.

So they believed people like Mr. Ibanez, who couldn’t be at Pechanga during our disenrollment proceedings because of the offenses he committed, which are specified below as taken directly from the Megan’s Law Website:

In addition to this, reportedly. while a member of the Enrollment Committee, Mr. Ibanez signed the enrollment cards and official date stamped letters welcoming Hunter family members to the tribe.

So if Mr. Ibanez never believed we the Hunters are Pechanga, then why would he sign cards and official documents saying that we are Pechanga and then turn around and say the opposite years later? OP: Was he lying then, or lying now? What were his motivations, to get more young people on the reservation?

So was he lying when he gave a statement against our tribal membership or was he lying years earlier by signing cards and documents affirming that we are Pechanga?

Either way Vincent Ibanez is quite “a piece of work” and he is not a credible source of information. OP: What would drive an enrollment committee (Frances Miranda, Ihrene Scearse and the elder of the Masiel Crime Family, Ruth Masiel) to believe this type of individual versus one of the most respected authorities of Native American history. One the Pechanga Enrollment Committee HIRED to find the truth.

Dr. John R. Johnson:

"They ignored whatever I did in their decision-making," said John Johnson, who was hired by Pechanga to determine whether Paulina Hunter was one of the tribe's ancestors. "It's too bad economics and politics have been injected into (tribal lineage rulings)."

Johnson has worked as curator of anthropology at the Santa Barbara Museum of Natural History since 1986. He earned his doctorate in anthropology at UC Santa Barbara and teaches a course called "California Indians" at the campus.

Concerned Pechanga People Member FrogMarched out of Pechanga's Casino?

There is a very strong rumor that Larry, son of former Pechanga Tribal Spokesman, Jennie Miranda, was marched out of the Pechanga Casino. This usually means that Larry did a no-no. Does the NGIC know about this? Has Pechanga finally chosen to get tough on corruption? Is there an investigation pending? Why isn't the Press Enterprise printing the story.
