Pechanga NO LONGER Using HOLLY MACARRO's IETAN CONSULTING Lobbying Firm? $1,220,000 Paid over FIVE YEARS to Chairman's Wife's FIRM.

I was doing some research on OPENSECRETS.ORG and did some calculations on what The Pechanga Band of Luiseno Indians paid the TRIBAL CHAIRMAN's WIFE's LOBBYING firm, IETAN CONSULTING.

From 2010 to 2014, IETAN received $1,220,000 according to their filings.  Pechanga now has SPIRIT ROCK, run by Aurene Martin.

Makes one wonder, why so little is now spent by Pechanga to lobby our politicians?  When HOLLY, Mark Macarro wife was gettin' paid....she got $20,000 per MONTH, the new lobbyist is getting $2,000 per month.

WILL MARK MACARRO set up a GOFUNDME account to make up the difference?  That's a big HIT to one's income.

PECHANGA MEMBERS should be asking, "WHAT DID WE GET for that $1.2 MILLION?  It wasn't a water rights bill, because WE beat HOLLY's ass in the halls of congress and got that bill stopped.  We didn't stay at a Holiday Inn Express, but we did have two FREE nights at the Marriott.  I think an itemized accounting of IETAN's spending that got little or no results is in order, don't you, Pechanga members.  Maybe during OTHER BUSINESS...

BRADFORD: Pechanga Band Launches Lucrative Water Rights Grab. Sen. Boxer and Feinstein Approve of Theft VIA Sponsorship

Pechanga Band Launches Lucrative Water Rights Grab

Under the pretext of compensating the allottees of the Pechanga Band of Luiseno for past historical injustices, the industrialists are attempting to corner the lucrative water market in the Santa Margarita River watershed with the assistance of two lobbying firms at the center of the Abramoff investigation.
In June, the Pechanga Band of Luiseno Mission Indian Water Rights Settlement Act, which seeks a “fair, equitable, and final settlement of certain claims by the band and allottees against the United States” and “water rights and claims for injuries to water rights in the Santa Margarita Watershed for the band and the U.S. in its capacity as trustee for the band.” was referred to the House Natural Resources Committee (H.R. 2508) and the Senate Indian Affairs Committee (S. 1219).

The language of the bill was written by Holly Maccaro, a Principal of Ietan Consulting, which, along with Akin Gump, represents the tribe as the lobbying firms on record. Akin Gump, which enjoys strong ties to Sen. John McCain, assigned former counsel to Secretary of Interior, Michael Rossetti, to represent the tribe.
Rossetti testified against Deputy Secretary Stephen Griles, Republican superlobbyist Jack Abramoff’s chief contact within the Department of Interior, in the McCain’s duplicitous Senate Indian Affairs Committee hearings .
Maccaro was careful to define an “allottee” as a “member of a federally recognized Indian tribe who holds a beneficial real property interest in an Indian allotment that is … located within the reservation and held in trust by the United States.”

Presumably, then, the numerous Pechanga Indians who have been disenrolled would not receive any benefits from this legislation.

The Santa Margarita Watershed covers 750 square miles in northern San Diego and southwestern Riverside countries and contains a variety of “nearly intact habitats, including chaparral-covered hillsides, riparian woodlands, and coastal marshes,” according to Project Clean Water. Of the total watershed area, approximately 27 lies within San Diego County with the river forming near the City of Temecula in Riverside County at the confluence of the Temecula and Murrieta Creek systems.

Most of the water provided by the river flows within San Diego County through unincorporated areas, the community of Fallbrook, and the Marine Corps Base Camp Pendleton. “The lower river and estuary have largely escaped the development typical of other regions of coastal Southern California and are therefore able to support a relative abundance of functional habitats and wildlife,”the PCW maintains.

How Much $$ is Mark Macarro of Pechanga Paying Wife HOLLY MACARRO's Firm IETAN CONSULTING To STEAL ALLOTTEE'S WATER?

During our recent trip to Capitol Hill, meeting with staff members to expose what Pechanga's Mark Macarro is trying to do to reservation allottees with their recent water bill, we got confirmation that Holly Macarro, lobbyist and principal at IETAN CONSULTING put together the bill.

In that bill, both Macarro's are trying to change the defintion of an allottee:

Here is the draft of the water rights bill from three years ago, which included purchaser of reservation land, whether Indian or not:


(4) ALLOTTEE- The term ‘allottee’ means a person who holds a beneficial real property interest in an Indian allotment that is--
(A) located within the Reservation; and
(B) held in trust by the United States .

As you know, Pechanga terminated the membership of 25% of their tribe, which has NO BEARING on our allotment, we are STILL allottees of reservation land and should have all rights.

In the NEW definitions section allottee are defined at a member of an Indian tribe, notwithstanding the fact that allottee could be Indian without tribal membership.

(4) Allottee.--The term ``allottee'' means a member of a federally recognized Indian tribe who holds a beneficial real property interest in an Indian allotment that is--
(A) located within the Reservation; and
(B) held in trust by the United State

Is this because so FEW tribal members have an allotment?  Is it a direct challenge to the original Temecula Indian Allotments from 1895?

Interesting to note that the past FIVE full year, Pechanga has paid Chairman Mark Macarro's WIFE's firm over $1.2 MILLION.   And what has the tribe gotten?  TWO WATER BILLS going NOWHERE!.

In 2008, IETAN had 7 lobbyists on the hill, NOW, only THREE.  Is this a double dip on the chairman's part?

Pechanga Chairman Mark Macarro's Wife's Firm Has Taken $1 MILLION For Lobbying Fees From The Tribe

I think it's interesting that the wife of the tribal chairman of Pechanga, Mark Macarro can get $1 million for her lobbying firm,IETAN CONSULTING, which we've written about before.

Is it any wonder that Macarro's former pals from the Corrupt Pechanga People (CPP) went after him in a recall attempt?

So let's see, Macarro draws his per capita check from the tribe (grown larger by the two disenrollments of large family and kept big by an unconstitutional moratorium) his tribal chairman salary (AND HUGE EXPENSE ACCOUNT) and then wets his beak from the Pechanga money his wife shares as a principal.

How EFFECTIVE are the lobbying efforts? Well, the tribe and it's million dollar lobbyists LOST their water rights bill efforts against three family representatives of allottees who parked their car outside the front door of their motel. NICE SPENDING. It's interesting to note that Pechanga is more than 10% of IETAN'S retainer fees. Who needs who more? Pechanga, or Holly Cook Macarro

Susan Bradford Reports: Ethics Complaint Filed Against Dale Kildee (D-MI)

Our friend Susan Bradford reports that she's received information that an ethics complaint has been filed on Rep. Dale Kildee (D-Mich)

A former teacher and priest, Kildee struck a controversial figure in Indian Country. While he championed unions and anti-poverty programs, according to Natives, the Congressman used his office to help place non-Indians at the helm of Indian tribes and their lucrative businesses and onto tribal membership rolls, allowing fictitious Natives to collect per capita checks and taxpayer-subsidized benefits reserved for federally recognized Indians.

Kildee’s former chief of staff and leading fundraiser, Larry Rosenthal, who has joined IETAN Consulting as a lobbyist, was instrumental in leading the investigation into Republican super-lobbyist Jack Abramoff’s lobbying on behalf of Indian tribes to remove what he billed as a scourge in Indian Country.

While Abramoff was later found guilty of having inadvertently violated the law while engaging in conventional and widespread lobbying practices, the allegations which drove the investigation were false. After setting up his rival, Rosenthal has since claimed a number of Abramoff’s former clients for himself.

WXYZ-TV in Detroit and MNEM-TV in Flint are investigating the allegations behind the House Ethics Complaint, inside sources said

Susan Bradford: Tribal Gaming Establishment Turns on Ietan’s Larry Rosenthal

A little over a decade ago, the tribal gaming establishment turned on Republican super-lobbyist Jack Abramoff by selling a false narrative to the American people that he was corrupt since he committed the cardinal sin of blocking the proliferation of tribal casinos in a multi-billion dollar market. Abramoff was retained by his tribal clients to engage in lawful lobbying activity in order to protect their market share and was rewarded handsomely for it.

Fast forward ahead a decade and the corrupt tribal gaming establishment is now turning its sabers on Larry Rosenthal of Ietan Consulting. There are many reasons to criticize Rosenthal, including his role (along with that of his chief legislative ally, Congressman Dale Kildee) in helping fictitious Indian flood tribal membership rolls and seize control of tribal governments, their businesses, and the mineral resources on their lands. He also schemed with other lobbyists, including Scott Reed, to set up Abramoff for criminal indictment on trumped up charges so that he and his allies could seize his rival’s business interests in Indian Country

Recently, reports smearing Ietan Consulting were released at two separate National Congress of American Indians (NCAI) conferences. Inside sources said that the reports were dropped on the door steps of the hotel rooms of participants in the interests of setting up Rosenthal for a fall by comparing him to Abramoff, while turning a blind eye to the pervasive fraud that is transpiring within Indian Country. It is worth repeating that the corrupt tribal gaming establishment devours its own and throws wayward professionals to the wolves.
