Mark Macarro led Pechanga Tribal Council THREATENS Allottees With Fines and Exclusion From their Allotments

We have written before on the APARTHEID system in force at Pechanga at Pechanga. 

APARTHEID as described by the dictionary is:
a•part•heid
2. any system or practice that separates people according to race, caste, etc.

Pechanga is doing just that, determining that families with historical ties to the origins of the reservation are ‘no longer pure’ in their eyes. They may be Temecula Indian, but “they aren’t Pechanga.” Even though the expert hired BY Pechanga proved that we were


Here is what Pechanga members who have been stripped of their citizenship in the tribe have lost:

Pechanga now has a group living on the reservation that have:

• Lost the right to vote
• Lost their rights to healthcare provided by the government.
• Their children can no longer attend tribal schools
• They can no longer be buried in the reservation cemetery with their relatives.
• Have no access to tribal health center
• Are not protected by the Tribal Rangers. Or in some cases FROM the tribal Rangers

Here is a copy of the letter that was presented to those people living on the reservation who are called "non-members" even though most are living on land that was given to their ancestor when the reservation began, roughly 90 years before council member Russell "Butch" Murphy was adopted into the tribe.

The threat is very clear: Fine of $5,000 and exclusion from their own property. THAT is APARTHEID, pure and simple. The tribe is trying to force residents who own property OFF the reservation. Remember when they tried to Steal allottee’s water rights?

So if any of our family members are heading home and say, for example, they need to stop at the park and use the restroom before they get home, they can be banished from the reservation and fined 5000 dollars for doing so if they are not with a tribal member?

The reservation was set aside by executive order by President Chestor A Arthur in 1882 for the Temecula Band of Luiseno Mission Indians not just for the self proclaimed subset sometimes referred to as the Pechanga Band and the allotments were given to all Temecula Indian allotees by President William McKinnley in 1893.

If this isn't virtual banishment and living under a siege, then I don't know what is.

Thanks Pechanga for giving us some great legal ammunition to continue our quest to legally regain everything that is rightly ours.

Remember the minority opinion in Jeffredo vs Macarro and company that agreed we are under constant threat of basihment from our homes?

You just gave us a tool to turn that 2 to 1 ruling against us to maybe 3 to 0 for us.

But even if any of us were fined $5000 how would they collect? After all, sovereignty works both ways as Pechanga would have no juridiciton to collect.

It is amazing that Pechanga doesn't limit access to any part of the reservation to some registered sex offenders, including one who used to and maybe still does, hang out in front of the Pechanga school, who are tribal members but wants to clamp down on people who are law abiding which seems like a stern contstant reminder that we could denied access to our own homes at any time.

Those of us who have been disenrolled who have their allotment are truly living in occupied land who seemed to be labled as enemies by the tribe even though we have done nothing wrong.

Hss Pechanga ever told the residents of the reservation that there are sex offenders in their midst?

Well thank God for Megan's Law as some tribal members are listed on that group's Website.

We have "Endured" so many unjust acts at he hands of these "Criminals" that they, now, have to compound it even further? The "Stench" from the "Macarro Cartel's" camp is becoming unbareable. They are making this stuff up as they go. I read that "Useless piece of crap" and they have declared "War" on us "Allotees." They could, "Consievably," make it totally impossible to even live on the allotment for if you can't come and go from your property where does that leave you? "Sovereignty" has become a "Joke" in its own right. It favors no one but the "Casino Indians" and their "Total Disregard for the Rights" of "Lineal Decendents. The "Criminal and Corrupt" elements at "Pechanga" are well known, and they are allowed to operate their "Corruption" without any form of "Intervention" by any "Government Entity" that should have "Jusidiction" over these "Blatent Criminal Acts." They are allowed to run "Unchallenged" in any and all "Illegal Acts" that they choose without anyone to step in and say "That's Enough." This latest venture by the "Macarro Cartel" has to be delt with, "Now," for you've got to know this is going to get "Quite Ugly" down the road. We can not let these "Thieves" get away with this. We won the "Water Rights Issue," now we need to "Win" this one.

Looks like the tribe is trying to harm a federally protected lot.

There is a trust responsibility that the BIA must protect.

At this point they are after "Restricting" access to this "Federally Protected Land." And in doing so it will make it difficult, if not impossable, to be able to come and go from this "Federally Protected Land!" The "Key Word" is...."Access!" This would be like if "Temecula Limited, or Totally Resticted Access" to the "Pechanga Casino" of witch the "Entry and Exit Highway" is owned by the city. This would make it "Somewhat Difficult" to "Come and Go." In essence: The "Casino" would be unable to function, and access to the "Reservation" difficult at "Best." So as you can see, that is "Exactly" what these "Criminals" are trying to pull off. Let us "Hide and Watch" what "Chickenhawk" has to say about this? Want to bet he will say: "Oh, it's an "Internal Matter?"

Are you saying that this is the reason for "Pechanga" to try and stop "Allotees" from coming and going to their "Property?" Not even close. They are trying to force "Legitimate Allotees," who live on the "Rez," off their "Federally Protected Property" by limiting "Access!" If you can't come and go to your "Federally Protect Property" where will that leave you? The "Property is safe for now, but what about you? The they will deal with your "Federally Protected Propery." Remember whose "Property the "Casino" was "Partially Built On." For they were "Disenrolled" and that was also " Federally Protected Property." How was that even allowed? So, you tell me, how "SAFE" is your "Federally Protected Property?"

Jennie is Ruth Masiel daughter and Andrew Masiel brother. they claim the Layva line even thou she was orphaned as a child with no prof of a liniar connection to Pechanga. Raymond Basqez comes from the Layva line. It has been showen how documantation have been forge to get money by claiming Inian Status and in the B.I.A.documents were forge by Irene Ramonds sister to claim blood quntum.

It was shown francis and andy along with butch were on the 1980 tribal council for pechanga and the BIA took it away from them and gave it back to the real pechanga indians.

Wasn't that after we put one of our Hunter family relatives, with the help of the Manuela Mirandas, onto the PDC board that oversees the casino for the tribe defeating Jenny for re election?

As if winning an election fair and square is some sort of takeover.

Sure, we and the M. Mirandas voted as a block but we couldn't have defeated Jenny without other families supporting our candidate as well.
