FOLLOW THE MONEY: Per Capita Theft by Tribal Nations in CA Reaches $500 MILLION

That's half a BILLION DOLLARS, stolen by corrupt tribal councils and their leaders.   They claim disenrollments weren't about the money, but the figures don't lie.  That's something the Bureau of Indian Affair buries their heads in the sand to avoid.   We first wrote about this story in January:  Follow the Money....

From the Pechanga Band of Luiseno Mission Indians in Temecula CA:
The Hunter Family has lost $1,455,000 per person, in per capita payments alone. We arrived at that figure by taking the last full year of per capita $268,000/12 months and multiplying that loss times 58 months of disenrollment. 95 adults at the time of disenrollment equals: $139,200,000
The Apis Family was disenrolled the year prior in 2005. The per capita was slightly less about $17,000 per month times 62 months of termination: $1,186,000 times 135 adults equals: $217,200,000
Moratorium people NEVER shared in what was rightfully theirs. The per capita went up to $360,000 per year for those remaining after elimination of tribal citizens.
From the Picayune Rancheria in Coarsegold, CA:

In the case of Chukchansi Gold, the casino has been averaging $4 million per month in payments to the Tribe over the past 18 months (as reported to me by a former Tribal Council member).
The tribe disenrolled 625 members who were making $3,200 per month. This equates to $96,000,000 stolen. The word from that reservation is that they wanted to further reduce their population.

Lets add what we have so far:
Pechanga: $359.4 MILION Includes additional $22 Million in Health Insurance. Corrected Insurance due to coverages, some double covered as family. Per capita losses are $200,000 PER DAY.

Picayune: $ 104.0 MILLION Money is from share of dollars casino sends to tribe per person.

Redding: $ 32.3 MILLION Per capita only. Totals being tabulating but includes tribal JOBS lost.

Mooretown: $ 11.4 MILLION

Enterprise: $ 2.4 MILLION No Per Capita. Tribe gets revenue allocation. Losses include housing help.

And the tribal councils will say, it's NOT about the MONEY! But the Truth IS it IS because so many have lost homes, health insurance because their rightful per capita was taken away.

People think disenrollees are only about the money. It would have more weight if the tribe hadn't taken all that money for themselves, immediately.

Our per-cap was actually $15,000 per month not including bonuses when we were disenrolled in March of 2004. One person for one year at that $15,000 would be $180,000. For 135 people for one year the amount would be $24,300,000. Given that we have been disenrolled for 11+ years we would have received $267,300,000 for the whole family this is just the average of whole years at $15,000. We have always understood our disenrollment to be centered more around our voting bloc, for with our 135 votes we were a real threat to Marcy, Butchy, and all of the rest of the CPP. Although that chunk of money did see an increase of what $5g for the rest of the tribe.

I can answer that, White Buffalo's family line is the lineal descendants of Manuela Miranda granddaughter of Temecula chief Pablo Apish.

They didn't kick out all of Pablo's descendants though as there are still Apish in the tribe just those of M. Miranda.

We received our Record of Decision with our last per-cap in the month of March 2004, so we have our disenrollment anniversary every year in March. Yes the voting bloc was that large with the two families; enough, so that if we would have stayed in things on the rez would be different today. I wonder what the atmosphere would be like today at the casino and the tribal government center. It is a shame that the moratorium is still in place I know several of my cousins’ who are also still waiting up until we were disenrolled. I would bet those old witches’ put some evil hex on those applications before they threw them away.''

Smokey I hate to be a nit-picker as well but the ALL CAP’S thing is hard to read. It is my understanding that to use all caps is to express extreme emotion, Understand that we are all very emotional about this subject/problem so you are not alone.

O.K., guys we'll try it. Your right, its always been with and for "emotion." I get caught up in the moment, and then I just let it flow. I write better that way. I read O.P.'s posts and then all of yours, then I formulate an image about the subject at hand, then I get angry about things that matter to us all: Our Birthright, stolen from us, and our Heritage now in question! Things that matter most to a Native American Indian. This by Criminal Elements that exist in the Pechanga Membership,, A.K.A the "Macarro Cartel!" I always use the term "Cartel" because it befits what it relates to: Drug lords that rule with an Iron Fist and eleminates those that oppose them! Mark has the same effect on the Pechanga Membership, he has them affaid and running scared that they might be next on the chopping block. They uses guns and you disappear for "EVER." Mark uses Disenrollments in hopes that you will disappear "FOREVER!" Its all for Power and Greed, but the same! Harsh, Maybe, but fitting. Mark and his Henchmen have commited "TREASON" against his, no our Tribe, for nothing more then "Greed and Political Power!" So I guess I'm saying that we need to go after these S.O.B.'s with the same ferver as you would a "Cartel or a Malignant Tumor" that threatens your very life. Cut them out, and make them go away. 9/11, ten years later, and terrorism still exists! We take precautions so the integrity of our nation can survive any and all attacks on our very existence. Ten years later, and terrorism still exists within the Pechanga Band of Luiseno Indians. With sovereignty comes the criminal element (Mark Macarro and his Henchmen) that tears at the very fabric of "OUR" very existence. There is no integrity, honesty, or fair play: just "Corruption and Greed." Our right to exist is in question and the "Macarro Cartel" and the Enrollment Committee has ignored every bit of evidence that was presented to them proving that we are legitimate. also, is Macarro one of those that keeps a mailbox on the res so he can get his State tax exempt?...and how many other tribe members do the same thing??..the Franchise Tax board pays rewards for that kind of info I think....

And also to Senators, Assemblyman, and the "like" with always a "Blind Eye" and a "Deaf Ear!" And talk about the "Drive By" Media? Well most won't even venture into the subject of "Human and Civil Rights Violations" because these "Money Hungery Casino Tribes" spend a good amount (of ill gotten) money to adverise with them. So, I ask you, why would they bite the hand that feeds them? The Government(Indian Affairs) acts as if they were a common street "Junkie" waiting for the "Casino Indians" to dole out their next "Fix!" Actually, writing has been successful. The intended theft of water rights by Pechanga against allottees was thwarted by letters, and of course a visit by Apish, Hunter and Tosobol representatives.

How unimpressive. So your water rights make you true Pechanga now? An important issue for sure, but it is sad that maintaining the status quo could be considered a victory.
In reality, writing has done nothing but make the dis-enrolled look like bitter arm-chair quarterbacks.
Don't get me wrong... I'm happy to see that they couldn't leverage your water-rights against you. You actually had a legitimate case there that went beyond sovereignty. Your dis-enrollment in the tribe doesn't. The chairman said himself that it was an internal issue, and that is completely correct. Why are you writing to others, when you have the power to bring about change yourselves? Do you really think the United States or California is going to step in and say, "Hey guys, we want to set aside your sovereignty for just a minute and make you re-enroll those guys you kicked out." I think not. They will never impose sanctions on the tribes, and they will only support the functions of the tribal courts.
How many years has it been now since you could call yourself Pechanga? Do you think that doing the same thing you've been doing for years is going to yield different results? Try something new: get all of the dis-enrolled together from across California, if not the country, and stage a sit-in in overwhelming numbers inside of their government offices. Get arrested for peacefully protesting, but resist, resist, resist. Start with one reservation, and move on the the rest.

Just reading some of the articles in here, being an outsider myself, why does the disenrollment issue always end up with the disenrolled being angry they dont get the money? I would be more concerned with just the recognition. Looks like theres alot of greed on both sides . :(

Recognition is important, and that's why it's highlighted so many places.

Is it greedy to want what is rightfully yours? Or is it greed to want what is someone elses?

This whole disenrollment mess got started when Manuela Miranda and Hunter family members stood up for Tosobal family who rightfully belonged in the tribe. Adding 80 more tribe members would have shrunk the per capita being paid, but no matter, the Tosabols belonged to Pechanga.

A faction of the tribe didn't want them in because "there were too many votes" and they couldn't control them.

The money is STAGGERING, over $1.5 million...EACH has been stolen in just per capita. That's over $300 million total. Which would get more press, a robbery of $300 million or a 7-11 of $50? Money is what politicians understand, civil rights they pay lip service to, unless it's about illegals. Sad but true.

The Tosabol family deserves to be in the tribe, to be recognized.
