Points to Ponder on Pechanga's Moratorium on Enrollment in the Band

Pechanga tribal gadflys and trial hacks who write to this blog and to the local newspapers claim the Manuela Miranda and Paulina Hunter disenrollments were NOT about the money.    They also claim the Moratorium was put in place to help the enrollment committee catch up.

Point to Ponder:   WHY is there a moratorium still in place?  There are family's that are POSITIVE about their ancestry, because their cousins, uncles and in some cases brothers and sisters in the tribe.  

WHY DOES PECHANGA STILL HAVE A MORATORIUM after 13 years?  For what tribal good is keeping known family out of the tribe?

Can their enrollment committee be that inept or is there another reason?

This is a very good question. I do wonder how anyone in the tribe can argue someone who is directly related to a tribal member shouldn't be enrolled. I assume the only argument is that they don't want to let people in who just want in for the money, but if that's the argument shouldn't they kick out any current tribal members who are only in it for the money; those that give nothing back to the tribe, who just collect a check. Also, one could argue that anyone who signed up after 1993 only signed up for the money, because that's when they announced the casino was opening; and I’m sure the casino plans were known internal for a couple years before that, so it could be assumed that anyone who signed up since about 1990 is just in it for the money. And even before the casino I’m sure a lot of people only signed up for the federal aid that they received as an Indian, so they were just in it for the money. This leads me to wonder how could this really be a valid argument.

I think Pechanga did the math when the Tosobol family filed their paperwork.

That helped lead to the moratorium. And the fact that the Tosobols had been fairly silent and ineffective made it easier.

Now, they are slowing getting more involved, and that's a help.

Well yes, in fact the enrollment committee is inept. Irene herself said "she can't read". But the question should still be asked why hasn't the current enrollment committee done anything about it? Are they being guided by the council to not enroll any new members?

Well of course it's all about the $$$! Why else would they disenroll such a large family at once. Remember after they disenrolled the Manuela family the per-cap went from $7500 a month to $15,000! Than after they kicked out the Hunters it went to $30,000!!! Francis & Gloria & Ed have all said they're going to keep disenrolling till they get to $1,000,000 per cap.

Pechanga has placed a petition on the door of the Senior Center that they are "open" for enrollment. Has anyone else seen that post anywhere else? You can imagine why that was done, of course.

I think the sign at the senior center is for enrolling as a silver feather as to enroll in the tribe people are supposed to go to the government center

Open enrollment for the members to change their health care plan "OPEN ENROLLMENT TO CHANGE THEIR HEALTH CARE PROVIDER" THIS IS NOT OPEN ENROLLMENT TO BECOME A MEMBER OF THE TRIBE, THAT IS ONLY IN JANUARY BUT,THE ILLEGAL MORATORIUM IS STILL IN EFFECT.

So then, the moratorium is to control voting and to keep money away from rightful people?

This is what the Pechanga casino has wrought?

UnFortunately money has and always will be the issue at hand in every generation. It is sad that with money great things can happen and with money evil things breed.

I believe that a new and improved set of bylaws should be enacted which includes:
1. every member receiving monies and or benefits should contribute 80 hours to the health and welfare of the tribe.

2. All newly highschool graduates cannot receive full monies until they have been enrolled with passing grades into a college or tech school for minimum one year.

3. The tribe must hold bi-annually a "fiesta" which invites ANYONE to come and learn about those of old.

4. The cultural department should be open to the public certain days of the month so that tribes encourage "neighbors".

That is my 2 cents and if I were to be enrolled that is what I would hope to contribute....
